Library Code of Conduct/Behavior
This code of conduct and behavior policies have been developed for the purpose of ensuring all individuals using the library find a safe, healthy, barrier free environment. They are applied uniformly to all individuals using the library.
Violators will be cautioned to follow the code. Repeat offenders may have all library privileges revoked.
The Molalla Public Library welcomes children. Library staff members are trained to help children with library materials and services. We want to provide a safe and appropriate environment for all library users. However, our library is a public building and childcare is not the library's role. Parents and caregivers are responsible for the safety and behavior of their children while in the library. Please make sure your child comes to the library with a responsible parent or guardian. For safety’s sake, parents should make sure their children are sufficiently mature before allowing them to visit the Library without supervision. Children under 10 years old must be accompanied by a parent or caregiver. If a child has been left unattended, staff will attempt to locate the caregiver. If the caregiver cannot be located, or if the library is closing, law enforcement will be notified.
As part of their regular duties, library staff members are required to speak to those who are not following the Code of Conduct. The goal of these rules is to help everyone have an enjoyable and successful library visit. The following actions are expressly prohibited:
- Committing or attempting to commit any activity that would constitute a violation of any federal or state criminal statutes or city ordinance.
- Directing a specific threat of physical harm against an individual, group, or property.
- Being under the influence of alcohol or controlled substance or selling, using, distributing, or possessing alcohol or controlled substance.
- Engaging in conduct that disrupts or interferes with the normal operation of the Library, or disturbs library staff or patrons, including, but not limited to, conduct that involves the use of abusive or threatening language or gestures, conduct that creates unreasonable noise, or consists of loud or boisterous physical behavior.
- No deadly weapons are allowed.
- Soliciting, petitioning, distributing written materials, conducting surveys, or canvassing inside the library building, or in a manner that unreasonably interferes with or impedes access to the library.
- Sexual misconduct, including, but not limited to, exposure, offensive touching, or harassment.
- The Library leases their space from the Molalla River School District. OR ADMIN. RULES 581-021-0110 (2006) states (in part) that NO use of tobacco products (smoke, inhale, dip, or chew or sell tobacco) at any time in any facility leased by the school district or parking lots is allowed.
- Bringing bicycles, grocery carts, or other similar equipment inside the library building, or interfering with free passage into and in the library.
- Operating bicycles, roller skates, skateboards, or other similar equipment in the library.
- Using personal electronic equipment at a volume that disturbs others, including, but not limited to, cell phones, CD players, laptops, and tablets.
- Entering the Library barefoot, or without a shirt, or with offensive body odor or personal hygiene.
- Bringing pets or animals, into the Library, except for assistance animals as defined in ORS 346.680 or dog guides as defined in ORS 346.610, or except as allowed in order to comply with the provisions of the Americans with Disabilities Act or as allowed at a library approved event. Tethering animals near the front entrance of the library is prohibited.
- Bringing in and consuming food or drink, except non-alcoholic beverages in closed or re-sealable containers.
- Violating the posted Internet Policy.
- Sleeping in the library.
